Kacey was born and raised in and around Salt Lake City, Utah. Now a resident of Los Angeles, she studies acting at the Beverly Hills Playhouse and vocal training at McPhee International Studios. She attended Brigham Young University where she Pre-Med and Musical Theater. She is the daughter of Rick and Emma Hulse and the oldest of five children.
